Speech Notes at the lnvestment,Trade and Tourism Ministerial Conference of the China-Pacific Island Countries Economic Development and Cooperation Forum

I thank Minister Chen Deming and the Ministry of Commerce for the invitation for New Zealand once again to take part in this Forum.

The New Zealand Minister for Trade,Hon Phil Goff,passes on his apologies as he is unable to attend and has asked that l represent him here today.

China's Involvement in the Pacific

New Zealand welcomes Chinese engagement in the Pacific and the opportunities that this presents for the region. We welcome China's stated commitment to recognise Pacific lsland countries,development aspirations,and to work within established Pacific frameworks in ways that contribute to the region's economic and political development. As Minister Funaki from Tonga has reminded us,we are dealing with small and vulnerable economies.

Trade Relationship with the Pacific

The Pacific is an important trade partner for New Zealand/lt is our sixth largest trading partner,and while that trade is heavily in New Zealand's favour New Zealand is an important market for Pacific exports,with the imbalance being offset by services trade,particularly tourism,which sees New Zealanders spendingmany millions of dollars in the Pacific each year.


The Pacific island communities in New Zealand have an important role to play in the development of this trade,not only as consumers but also as
entrepreneurs.

New Zealand already provides duty free and unrestricted access to almost all products originating in Pacific lsland countries,and has done
so since1980 when SPARTECA,the South Pacific RegionalTrade and Economic Cooperation Agreement,was signed.

Our experience has been that improving trade prospects in the region will not work without the active involvement,leadership and support of the
private sector to drive economic growth and employment.

China/NZ and the Pacific

New Zealand would encourage our Chinese colleagues to look seriously at the trade and investment opportunities avaiiable in the region.We welcome Chinese SOEs and its private sector showing interest in the trade and investment opportunities in the fourteen island member countries of the Pacific.Forum.The Pacific lslands,as Ministers here today have outlined,has resources of agricultural products,forestry,minerals and fisheries as wellas a number of attractive and increasingly popuiar tourist destinations.

New Zealand welcomes the decision of the Chinese government to extend Approved Destination Status to a number of Pacific countries.The New Zealand-China Free Trade Agreement,which will enter into ,force in less than a month,will establish a group transit visa for Chinese tour groups travelling through New Zealand to another destination.This is the first time New Zealand has created such a system and will help facilitate Chinese tour groups travelling to the Pacific.

Developing the region's resources,as emphasised in Minister Chen Deming's comments this morning,and as reinforced by the SecretaryGeneral is that there must be sustainable development of such resources in the Pacific. Such development must recognise the need for local involvement mproject design,environmentaland social impact assessment,and local participation in project implementation.Any such development must be Pacific led.

New Zealand and New Zealand companies have had extensive experience in working with our Pacific partners to meet such criteria. With that histowof working in the Pacific many New Zealand companies are weliplaced to work cooperatively with Chinese,Australian and other donor partners,and with Pacific lsland hosts,to bring the Pacific reglon's potential to fruition.I welcome China's involvement in this.
